March 16, 2022The Combination Regular and 2022 Organizational meeting of the Sidney Town Board was called to order by the Supervisor at 7:00 p.m. January 6, 2022, in the boardroom at 44 Grand Street, Sidney. Prior to the meeting, bills were audited by the Board.

ORGANIZATIONAL PORTION OF MEETING
The following 7-part resolution is hereby offered for its adoption
- The regular monthly meeting of this Board shall be held on the second Thursday of the month with an audit of the bills at 6:30 p.m., and commencement of the meeting at 7:00 p.m., unless notice to the contrary is given.
- NBT Bank of Sidney is named as the official depository of Town funds with JP Morgan Chase Bank N.A. being an additional depository. The Daily Star shall be the official newspaper.
- Amy Cross is here by reappointed as Dog Control Officer: for a 1-year term expiring December 31, 2022
- Jeff Held is hereby appointed to a 5-year terms on the Zoning Board of Appeals, term expiring December 31, 2026
- Raymond Baker is hereby reappointed to a 5-year term on the Planning Board, term expiring December 31, 2026.
- Howard Finch is hereby reappointed to a 5-year term on the Planning Board, term expiring December 31, 2026
- The mileage allowance for town personnel using their own vehicle on town business shall be at the rate of Delaware County reimbursement rate.
Motion to Adopt 7- the part resolution was made by Mr. Selleck and seconded by Mr. Hunt and carries. AYES: B. Heath, F. Selleck, E. Wilson. NAYES: None
APPOINTMENTS:
The Supervisor hereby announces his appointment of Paul Muratore for Councilmember for a 1-year term, expiring December 31, 2022.
The Supervisor hereby announces his appointment of Frank Selleck for Deputy Supervisor for a 1-year term, expiring December 31, 2022.
Clerk/Collector names, Julie Steven as 1st Deputy Clerk/Collector, Clarissa Riker 2nd Deputy Clerk/Collector, and Alison Barnes 3rd Deputy Clerk/ Collector. For a 1-year term, expiring December 31, 2022.
The Supervisor announces his appointment of Karen Kropp as Bookkeepers to Supervisor for a 1-year term, expiring December 31, 2022.
OATH OF OFFICE:
Eric Wilson: Supervisor, Frank Selleck Deputy Supervisor, and William Heath, William Hunt, Jr, and Frank Selleck Councilmember. Town Justice Greg McCann all took their Oath of Office. Paul Muratore was not in attendance, will take his Oath of Office at the February meeting.

HIGHWAY– Highway Superintendent James Roberts
The crew has been out plowing, continuing to maintain the highway vehicles, and installing a snow fence on Crane Hill Rd. Talked with DOT about streetlights that the town owns on Rt 8, lights will be taken down in the Spring and will work with DOT to direct traffic and set up barricades.
SUPERVISOR– Eric Wilson- Planning Board has been working with Sherry Johnson- Bennett, she is the Director of Planning/ Watershed Affairs. The motion was made to pay Sherry Johnson-Bennett for her service working with the Planning Board on an hourly fee was made by Mr. Selleck, seconded by Mr. Wilson, and carried. AYES: B. Heath, B. Hunt, Jr. NAYES: None
BOOKKEEPER– Karen Kropp: Nothing to report
TOWN CLERK– Sheila Paul: Office received the COVID-19 test from the county on Thursday the 6th of January and all were gone within hours. We might be getting more but at this time no time frame. Tax collection is underway, and the check scanner is working out great.

NEW BUSINESS
Nate Ouimet: spoke about the changes in the 44 Grand Street building about the DMV’s new office and that Jamie, himself, and Sheila are working on getting signage for the building, including a directory for the building, placing nice letters on the wall behind the conference table “ Town of Sidney and on the other wall placing photos of the passed Town Supervisor’s. Working with the Mike Wood from the Historical Association. Frank Selleck mentioned that he would like to see the Board Room dedicated to the former Supervisor Gene Pigford as he passed while in office. Frank Selleck also made a comment about asking the County for more money for the DMV.
