December 28, 2021Regular 2021 Sidney Town Board was called to order by the Acting Deputy
Supervisor at 7:02 P.M. October 14, 2021, in the boardroom at 44 Grand
Street, Sidney, and on Zoom. Prior to the meeting, bills were audited by the
Board.

OPENING COMMENTS: Budget workshop scheduled for October 28, 2021, at
6:30 p.m. A public notice will be published for the meeting to discuss the
Cannabis law for the Town of Sidney at the next Town Meeting on November 4th
at 7:00 p.m.
Debra Goodrich, Delaware County Clerk, was at the meeting for a motion for
The Town of Sidney to accept to move forward on having the DMV move into
the Town Building located at 44 Grand Street. The Town will be responsible for
the cost of the construction for the DMV. The County and the State have given
permission for the Town to start construction. A motion was made by Mr. Hunt to
move forward with the DMV relocation with a contingent of setting a cap of the
cost at the Board Meeting in November. A motion was seconded by Mr. Wilson
and carried. AYES: P. Cordes. NAYES: None
Eric Wilson and Nate Ouimet will be meeting Deb Goodrich on Tuesday
October 21st at 10:00 to discuss more in detail the DMV relocating and the
needs of the DMV offices.
Eric Wilson mention that the residents of Sidney Center had a memorial service
for the late Town Supervisor Gene Pigford. Gene’s wife was present with a
plate that will be placed on a Sidney Center Park/Playground located on
Baker Street in Sidney Center.

REPORTS/DISTRIBUTED:
Monthly reports of Supervisor, Bookkeeper, and Town Clerk. The clerk is
submitting checks totaling $ 5,160.00 for fees collected during September
2021.
REPORTS/ORAL
HIGHWAY– James Roberts: Roberta Dunker Union Rep, came to the Town
Garage with the Highway contact that the Sidney Highway employees accepted
and it was signed by the Union Reps Roger Elwood and Mark Marshall.
Highway Dept stoned and oil Patten Line and Gibson Hill Road did a total of 5
miles. Town of Franklin, Unadilla help us and in return, we help them as well.
As part of the agreement on Richardson Hill Rd in Sidney Center, we are to
maintenance mowing the grass once a year. But this year it hasn’t been done,
as the ground has been too wet. We should be able to mow the roadsides and
around the wells, but not in the fenced-in area this year. Also did some black
toping on Budine Road.
The Utter’s have been working on cleaning up the Pioneer Cemetery and
are doing a very nice job. Bill Hunt has the letter of thanks written and will
need to be signed by Eric Wilson.
SUPERVISOR–Nothing
BOOKKEEPER–Karen Kopp: Nothing
TOWN CLERK–Sheila Paul: Want to mention and place this thought in your
minds for our organizational meeting in January to change my Clerk’s accounts
to the Community Bank, as NBT Bank has messed up the accounts monthly.
Also, Community Bank will be willing to give us a check scanner to make
deposit from the Clerk\’s office directly into the accounts.
The Clerk’s office is getting a new all in one printer, copier, fax, and scanner on
Monday, October 18th which has been leased from Delaware Business Systems.
COMMITTEE REPORTS
Highway-Selleck & Cordes: Been working the Union contact, which has been
accepted.
Hospital– Wilson: Several projects at the hospital: Nate Ouimet spoke about
the fuel and did talk with Northeast. Got a call from the DEC and the only
violation was the overfill alarm wasn’t working, but the reset button was being pushed not the alarm test, so we are good now on that situation, but we are not
good on the testing which we already knew. All the projects are being
investigated and finding situations to all projects, which includes fuel tanks
and transformers that were an issue this summer and AC issues.
Insurance-Cordes: Nothing
Zoning & Planning– Selleck: Nothing
East Sidney Lake: Report from John Nolan park’s manager- a good year, camper
all out by September 18th. Have some work left as there are 3 docks that need to be
pulled out and should be done soon. Waiting on an estimate on having about
25 to 30 dead trees were taken down. Looking for a truck for the pump and looking
for a compact tractor to do the mowing.
Finance-Wilson: Budget workshop scheduled for October 28th.
IT- Wilson: Nothing
DCO liaison– Wilson: Had serval calls with dogs for the Town and also for the
Village, as the Village DCO doesn’t respond to calls.
Transition-Selleck: Nothing
OLD BUSINESS: Nothing
NEW BUSINESS: Budget workshop scheduled for October 21st at 6:30 and the
alternate date is October 28th at 6:30.
Having public notice for tentative budget workshop and cannabis discussion on
November 4.
Need a final budget by November 20th.
COMMENTS FROM THE FLOOR:
EXECUTIVE SESSION
At 7:42 p.m. a motion was made to go into Executive Session to discuss the
Union contract. Motion made by Mr. Wilson and seconded by Mr. Hunt and
carried. AYES: P. Cordes. NAYES: None. At 8:10 p.m. a motion was made to
come out of Executive Session. Motion made by Mr. Wilson and seconded by
Mr. Hunt and carried. AYES: P. Cordes. NAYES: None.
Per Town Attorney Joseph A. Ermeti the town board can’t move to accept the
Union contact, until they see the final draft signed by the Highway Dept
staff.
At 8:15 p.m. Mr. Wilson moved to adjourn the meeting, motion Mr. Cordes
seconded and carried. AYES: W. Hunt NAYES: None
