April 5, 2023The Combination Regular and 2023 Organizational meeting of the Sidney Town Board was called to order by Eric Wilson Town Supervisor at 7:00 p.m. January 5, 20223 in the boardroom at 44 Grand Street, Sidney. Prior to the meeting, bills were audited by the Board.

ORGANIZATIONAL PORTION OF THE MEETING
The following 7-part resolution is hereby offered for its adoption
- The regular monthly meeting of this Board shall be held on the second Thursday of the month with an audit of the bills at 6:30 p.m., and commencement of the meeting at 7:00 p.m., unless notice to the contrary is given.
- NBT Bank of Sidney is named as the official depository of Town funds with JP Morgan Chase Bank N.A. being an additional depository.
- The Reporter shall be the official newspaper.
- Amy Cross is hereby reappointed as Dog Control Officer: for a 1-year term expiring December 31, 2023
- Joe Singular is hereby appointed to a 5-year term on the Zoning Board of Appeals, a term expiring December 31, 2027
- David Gill is hereby reappointed to a 5-year term on the Planning Board, a term expiring December 31, 2027.
- The mileage allowance for town personnel using their own vehicle on town business shall be at the rate of Delaware County reimbursement rate which is at this time $.625 per mile.
Motion to Adopt 7- the part resolution was made by Mr. Muratore and seconded by Mr. Heath and carries. AYES: E. Wilson. NAYES: None
APPOINTMENTS:
The Supervisor hereby announces his appointment of Frank Selleck as Deputy Supervisor for a 1-year term, expiring December 31, 2023.
Clerk/Collector names, Julie Steven as 1st Deputy Clerk/Collector, Clarissa Riker as 2nd Deputy Clerk/Collector, and Alison Barnes as 3rd Deputy Clerk/ Collector. For a 1-year term, expiring December 31, 2023.
The Supervisor announces his appointment of Karen Kropp as Bookkeeper to Supervisor for a 1-year term, expiring December 31, 2023.
The Supervisor announces his appointment of Alison Wilber as Code Enforcement for three years. December 31, 2025.
The Supervisor announces his appointment of Daniel Wilber as Deputy Code Enforcement Officer for three years. December 31, 2025

Monthly reports of Supervisor, Bookkeeper, and Town Clerk. The clerk is submitting checks totaling in
$ 1,924.00 fees collected during December 2022.
REPORTS/ORAL
HIGHWAY– Highway Superintendent James Roberts: The crew plowed and sanded roads 9 times in December including all-day December 22, 2022, due to the drop in temperature. Continue to make necessary repairs to vehicles. The new truck that was approved should be here sometime in April 2023.
SUPERVISOR– Eric Wilson: The main gold for the year is to take advantage of any surplus funds by investing them in treasury bills. The interest generated from the investment will help defray cost increases. The town is in good financial shape despite the challenges it has faced with rising fuel prices.
BOOKKEEPER– Karen Kropp: Nothing to report
TOWN CLERK– Sheila Paul: Asked about the board to consider doing partial tax payments for the year 2024.

Hospital: Bill Hunt, Jr / Eric Wilson: New tenant in hospital, The Tri-Town Seniors. Looking at the heat in the basement of the Clinic building.

Zoning & Planning: Paul Muratore/ Frank Selleck: Mr. Muratore\’s motion to add Lori Green to the Zoning Committee, it was seconded by Mr. Wilson and carried. AYES: B. Heath. NAYES: None

East Sidney Lake: Bill Heath/ Frank Selleck New Truck is licensed and will be stored at the park for winter.

IT: Bill Hunt, Jr / Paul Muratore\’s Website is looking good and looking to launch soon. Residents will be able to have information emailed to them, through a link that will be placed on the website. Also having someone from Edmunds Gov come to the office building and look at the wiring for internet service ( Clean up the wires)

NEW BUSINESS: Sidney Center Fire Department are to speak at the Board Meeting in February Board meeting.

EXECUTIVE SESSION: Mr. Wilson motioned to move into the Executive Session at 7:35 p.m. to discuss a personnel issue. It was seconded by Mr. Heath and carried. AYES: P. Muratore. NAYES: None
