April 23, 2022The Regular meeting of the Sidney Town Board was called to order by the Deputy Supervisor at 7:00 p.m. February 10, 2022, in the boardroom at 44 Grand Street, Sidney. Prior to the meeting, bills were audited by the Board.

HIGHWAY– Highway Superintendent James Roberts
Present: Resolution 22-3: Town Board of the Town Sidney requests that an appropriate speed zone be 45 mph established on the following road (s) Gibson Hill Road between Delaware County Road 44 and Franklin Town Line. Motion made by Mr. Hunt, seconded by Mr. Heath and carried. AYES: E. Wilson, P. Muratore, F. Selleck. NAYES: None
Agreement for the Expenditure of highway money ( Chips money) to be used for general repairs for Crane Hill Rd and leading to Delaware Co Rd 23 a distance of 2.25 miles. A sum of 115,000 is to be aside for this agreement. This agreement to be signed by council members
Winter storm hit and lots of trees were down on several roads.
Sidney Historical Society is looking at placing a fence around the Pioneer Cemetery with Grant money. Mr. Hunt made the motion to approve the fence using Grant money and no cost to the Town, seconded by Mr. Selleck and carried. AYES: E. Wilson, B. Heath, P. Muratore. NAYES: None
Also talked with the Village as the Village mow’s the cemetery and would look into placing a gate in the back for the Village crew to get in to mow.
SUPERVISOR– Eric Wilson- Nothing to report
BOOKKEEPER– Karen Kropp: Nothing to report
TOWN CLERK– Sheila Paul: Tax payment for the Town has been paid in full. Met Senator Mike Martucci at a luncheon. He seems approachable and friendly.
COMMITTEE REPORTS
Highway-Selleck & Wilson: Heard that cold patch is coming, Highway crew has signed the sexual harassment policy.
Hospital– Hunt/ Wilson: Bill Hunt has reviewed the lease of the hospital and renewal is coming up this year. Nate requested to have a meeting with Eric, Jamie, and Bill Hunt regarding the fuel tank which has been a going situation for 2 months. Eric will set up the meeting in the near future.
Insurance–Heath / Hunt: Frank asked if the DMV is covered under our policy. Sheila will email the question to our insurance rep.
Zoning & Planning– Muratore/ Selleck: Motion was made by Mr. Hunt to let Shelley Johnson Bennett the County Planner help applicants with the Special Use permit, motion was seconded by Mr. Muratore and carried. AYES: E. Wilson, B. Heath, F. Selleck. NAYES: None
Mr. Selleck asked to place an ad for an alternate member for an unpaid position on the Planning Board, Motion was made by Mr. Hunt and seconded by Mr. Heath and carried. AYES: E. Wilson, P. Muratore, F. Selleck. NAYES: None
East Sidney Lake– Heath/ Selleck: Motion was made by Mr. Selleck to raise seasonal rates from $1100.00 to $1200.00, motion was seconded by Mr. Heath and carried. AYES: E. Wilson, B. Hunt, P. Muratore. NAYES: None
Finance-Muratore/ Wilson: Look into the requirements for Audits for the Town.
IT– Hunt/ Muratore: Eric has a guy coming to size up the board room for placing an audio/visual system. Give a quote. Paul asked for frontier phones which would include Hospital, DMV, fax lines, and Sidney Lake.
DCO liaison– Heath: Going to get in touch with Amy Cross the dog officer and go over-report.
NEW BUSINESS
Delaware Cty Board of Supervisor Resolution No. 162 ( Water Shed) Motion was made to accept the Resolution, by Mr. Muratore and seconded by Mr. Heath. AYES: E. Wilson, F. Selleck.

Sexual Harassment Committee: Includes: Frank Selleck and Crystal Principe ( Court Clerk)
Dedicate Board Room: Mr. Selleck had for a motion to have the Board Room Dedicated in Gene Pigford\’s memory, Motion was made by Mr. Hunt and seconded by Mr. Muratore and carried. AYES: E. Wilson, B. Heath, F. Selleck. NAYES: None.
Nate Ouimet: Mention that the New York State security person was in look at the new DMV office and the building\’s security, and we are good but would like more cameras in the future.
Review Procurement Policy: Frank Selleck.
Gave all board members a copy of the procurement policy which needs to be discussed at the next board meeting.
The 7th Annual Joker Run is being held on April 2, 2022. The event runs from the Village of Unadilla and into the Town of Sidney on the Southside on River Rd. The motion needed for approval to utilize the routes in the town. A motion was made to approve the use of the route was Mr. Wilson and seconded by Mr. Muratore and carried. AYES: F. Selleck, B. Heath, B. Hunt. NAYES: None
Frank Selleck motion to create a Town Cleaning Committee to work together and get a job description for the cleaning person that takes care of the Town Building and some offices in the Hospital. The Committee includes Frank Selleck, Nate Ouimet, James Roberts, Jr, and Sheila Paul. Motion to approve this committee was made by Mr. Heath and seconded by Mr. Hunt and carried. AYES: E. Wilson, F. Selleck, P. Muratore. NAYES: None
