September 16, 2021Regular 2021 Sidney Town Board along with Zoom access was called to order by the Acting Deputy Supervisor at 7:00 P.M. July 8, 2021, in the boardroom at 44 Grand Street, Sidney. Prior to the meeting, bills were audited by the Board.

Total Vouchers: $ 135,919.00.
CORRESPONDENCE: Grant program through the Chesapeake Bay Watershed that could help pay for a septic upgrade for residents living within 250 feet of the Susquehanna River. The grand could cover up to 50% of the cost with a maximum grant of $10,000. Anyone interested can get an application at the Town Clerk’s office.
REPORTS/DISTRIBUTED:
Monthly reports of Supervisor, Bookkeeper, and Town Clerk. The clerk is submitting checks totaling $ 2.253.00 for fees collected during June 2021.

HIGHWAY– Highway Superintendent James Roberts: Asked for the board to approve a new hire as a crew member for an extended period due to a crew member out on sick leave. The new hire will take the place of the crew member retiring next year in April. There were 6 applicants which Jamie Roberts Highway Superintendent and Frank Selleck Councilman interviewed the top 4 applicants. The motion was made by Mr. Selleck and seconded by Mr. Cordes and carried. AYES: E. Wilson. NAYES: None.
Superintendent Jamie Roberts would like the board to approve the purchase of a new lawnmower at the cost of $ 2,533.00. Would be trading the old mower in and purchasing a new industrial-grade, John Deere. The motion was made by Mr. Selleck and seconded by Mr. Wilson and carried. AYES: P. Cordes.

Receive grindings from the State crew from roads in Masonville that were used at the entrance to the Veteran’s Memorial, along with the Sidney Center playground. Howard Finch is volunteering his time to build walkways around the Sidney Center playground. Also helping Masonville and Unadilla with paving. No serious damage in the town due to the rainstorms.
SUPERVISOR– Eric Wilson: Eric has been that the Town of Sidney is eligible for a $ 178,000 Grant through the American Rescue Plan. The monies are to be spent on COVID-related projects. Joe Ermeti Sidney Town Attorney attended a seminar held by the accounting firm EFPR Group which specializes in the management of Recovery response grants. Mr. Ermeti asked the board to hire the accounting firm EFPR to help with the Town of Sidney grant at the cost of $2,000. Motion was made by Mr. Wilson to hire the accounting firm EFPR and seconded by Mr. Selleck and carried. AYES: P. Cordes NAYES: None.
BOOKKEEPER-Karen Kopp- Nothing
TOWN CLERK– Sheila Paul new website is up and running (Townofsidney.com) still working on getting all information on it, like building applications and keeping it updated with all the Town Minutes, etc… Have a summer helper through Delaware County Youth program.
COMMITTEE REPORTS
Highway-Selleck & Cordes: Committee met with Union and negotiations on ongoing.
Hospital- Wilson: Hospital has a powered outage last month. Hospital is having ongoing issues with ventilation, also a discussion on moving the HVAC unit outside the building.
Insurance-Cordes: Meet with NYMIR Representative William VanGorder to discuss insurance and feels that staying with NYMIR is the best option.
Finance-Wilson: Nothing
IT- Wilson: New Website.
DCO liaison– Wilson: Nothing
Transition-Selleck: Still working on the grant. Was informed that it’s at the financial committee. Will be contacting to check the status.
OLD BUSINESS:
NEW BUSINESS: Gave information to board members on the Cannabis and have until December 31, 2021, to decide to opt-out or opt-in. If the Town opt-in, they will receive 3% of sale tax revenue. The board will review all information prior to making any decisions.

EXECUTIVE SESSION
At 7:45 p.m. a motion was made to go into Executive Session to discuss the Union contract. Motion made by Mr. Wilson and seconded by Mr. Selleck and carried. AYES: P. Cordes.

At 8:54 p.m. a motion was made to come out of Executive Session. Motion made by Mr. Wilson and seconded by Mr. Selleck and carried. AYES: P. Cordes. NAYES: None.
At 8:56 p.m. Mr. Wilson moved to adjourn the meeting, motion was made by Mr. Cordes and seconded by Mr. Selleck and carried. AYES: E. Wilson NAYES: None
